Jim's practice will take advantage of his extensive knowledge of public law gained during his experiences as Senior Attorney with the City of Toledo Department of Law and as Chief Legal Counsel for the Ohio Department of Commerce. His practice with Commerce encompassed administrative law, licensing regulation, human resources law, management, environmental law (Underground Storage), public records and open meetings, administrative hearings, oversight of litigation and administrative investigations, internal audits, agency procurement and contracts, and legislation and administrative rules. While with the City he focused on administrative and litigation representation for real estate operations and transactions, economic development initiatives and transactions, federal HUD grant enforcement, eminent domain acquisitions, zoning, land use planning representation and legislation, annexations, building and fire code enforcement; historic district regulation and representation; counsel to Board of Zoning Appeals, Board of Building Appeals, Toledo-Lucas County Plan Commission and City Council Committee of the Whole for Zoning and Planning; administrative appeals litigation; and general litigation from Common Pleas to the Ohio Supreme Court.
